PNoy’s Fifth SONA Primer

Philippine President Benigno S. Aquino III will deliver his fifth State of the Nation Address (SONA) on Monday, July 28, 2014 at the Batasang Pambansa, Quezon City, north of Manila.

Initial reports indicate that President Aquino’s speech will focus on the administration’s accomplishment over the past year including anti-corruption campaigns, good-governance, and will highlight the results of his promises in the 2013 SONA.

The Palace has confirmed that the President will discuss development priorities including peace and order, livelihood and social welfare and protection – plans for the country before his term ends in 2016.

Economic reform is also expected to be elaborated by the President. According to Presidential Communications Secretary Herminio Coloma, Jr., President Aquino will report the “gradual transformation of our country from an economic laggard to one of the fastest-growing economies in the world.”

It is also expected that the President will defend his controversial Disbursement Acceleration Program (DAP) from its critics, which was declared unconstitutional by the Supreme Court earlier this month.

Amidst the controversies that the President and his administration is facing, Deputy Presidential Spokesperson Abigail Valte on behalf of Malacañang issued a statement inviting the public to “watch the SONA and take part in the national discussion on the state of our country, as we reflect on future endeavours and the gains we have collectively achieved these past four years.”


Live-streaming and Transcript

Valte announced that the SONA will be streamed live on the government’s Official Gazette Page for the SONA after which the Palace will upload the transcript and the corresponding technical reports.

The website “contains links to the transcripts of all previous SONAs, as well as to our SONA history page, which features enlightening trivia on past presidents,” the statement said.



The Philippine National Police (PNP) announced the activation of Super Task-force “‘KAPAYAPAAN 2014” composed of four task forces all under the supervision of National Capital Region Police Office (NCRPO) Director, Police Director Carmelo Valmoria to ensure peace and provide security for the President’s fifth SONA.

The PNP will deploy more or less 10, 000 police personnel from NCRPO supported by the National Support Units (NSUs), NHQ-PNP, PNP-Directorial Staff and from the different Police Regional Offices.

PNP Chief, Police Director General Alan Purisima clarified, “In order to prevent the occurrence of violent incidents that may disrupt the conduct of SONA, there is a need for the PNP to intensify and sustain law enforcement, security and public safety operations before, during and after the event.”


Class Suspension

The Department of Education (DepEd) Quezon City Division issued a memorandum announcing the suspension of classes in schools that will be affected by the SONA. A total of 32 public schools will suspend classes on Monday to avoid traffic congestion in the areas surrounding the Batasang Pambansa where President Aquino will deliver his 5th SONA.

Metro Manila Development Authority (MMDA) issued a traffic re-routing scheme for areas that would be affected by the SONA on Monday.


  • Zipper lane in place along Commonwealth Avenue starting from the U-turn slot near Superstar KTV to San Simon U-turn slot.
